Only rather high level of civilization of the enterprise relations, awareness of businessmen with bases of conducting business activity, creation of legal base for its effective development will give the chance to bring agricultural production of the country to world level. It is necessary to create the integrated merger of enterprise structures, in particular, associations, the unions of businessmen of the agro-industrial direction, financial and industrial groups (FP, investment funds. Such associations will provide effective development of rural regions, will give the chance to adjust and introduce progressive resursosberegatelny technologies, to deliver production on domestic and foreign markets, to provide the high level of payment of workers of agricultural sector, to be equal partners with foreign businessmen and investors.
Economic power of firms of agrobusiness caused their leading role in coordination of intereconomic and agro-industrial communications. Firms of agrobusiness became initiators of the modern mechanism of control on technology and the organization of agricultural production, they define development of agriculture, transition to industrial trading companies of nonagricultural spheres of economy.
The analysis of an ecological condition of land resources testifies that for the last 35 years the area of bald-headed lands increased almost by 5 times, the areas salted, thoughtful, solonetzic, waterlogged and tekhnogenno the polluted farmland were considerably expanded. In whole from each 10 hectares of the land grounds used in agriculture, only 1 hectare has a normal ecological state. Average contents of a humus in soil decreased with 3,5 to 3,2%.

For this purpose it is necessary to accelerate privatization and privatization of the enterprises of agricultural mechanical engineering, creation of the general enterprises, joint-stock companies, firms of agrobusiness, to develop the competition between producers of the first sphere of agrarian and industrial complex.
